As a regional hub for bilingual higher education in southern Taiwan, National Sun Yat-sen University (NSYSU) established the "Southern Regional Resource Center for Bilingual Education" on September 27, 2021. The Center was founded to provide, integrate, and share resources for English as a Medium of Instruction (EMI) and to strengthen the EMI teaching capacity of university faculty. The Center initially supported nine universities across five cities and counties—Kaohsiung, Pingtung, Taitung, Tainan, and Nantou. Regular meetings were also held to exchange experiences in EMI implementation and better understand the needs of partner universities.

As the Regional Resource Center entered its second phase, it was renamed the NSYSU Resource Center for Bilingual Education in January 2024, with its services expanded to higher education institutions across Taiwan. The Center has since established partnerships with 11 universities. Through its EMI professional development network and training programs, the Center supports faculty in developing and implementing effective teaching strategies and strengthening their EMI teaching skills. It aims to advance bilingual higher education across Taiwan while building a sustainable system for EMI faculty development and resource sharing. The Center has also developed the EMI Professional Development Program, a four-stage training system with certificates awarded at each stage. In addition to Professional Development Workshops and opportunities for teaching practice, the program emphasizes the development of Faculty Communities, encouraging faculty to exchange experiences, learn from one another, and provide mutual support throughout their EMI journey. The Center's major areas of service include:

1. Professional Development Workshops:
   The Center offers workshops based on the competencies expected of EMI faculty. Topics include instructional language, activity and assessment design, innovative teaching, discussion and facilitation strategies, and intercultural communication. Advanced-level workshops also prepare faculty to conduct classroom observations, enabling them to support their peers while further refining their own teaching practices.
   
   
2. English Language Fellow Program:
   In collaboration with the American Institute in Taiwan (AIT), the Center invites experienced scholars affiliated with the U.S. Department of State each semester to support local faculty development through lectures, workshops, and other professional development activities.
   
   
3. EMI (English as a Medium of Instruction) Professional Support Team Program:
   In collaboration with Fulbright Taiwan, the Center invites EMI advisors and English teaching professionals to provide on-campus faculty development activities and teaching consultation services.

Cross-Institutional EMI Support System

1. Cross-Institutional EMI Faculty Communities:
   The Center provides funding for faculty across Taiwan to establish cross-institutional EMI Faculty Communities. Activities may include study groups, teaching demonstrations, practice-based discussions, workshops, and experience sharing. Through broader and more diverse exchanges, these communities strengthen EMI teaching capacity while enhancing faculty confidence and professional knowledge.
   
   
2. EMI Classroom Observation Services:
   The Center has established guidelines for EMI teaching demonstrations and classroom observation, along with lesson plan and observation forms. Faculty are recruited and trained to serve as EMI advisors and provide classroom observation and consultation services. Through teaching demonstrations, classroom observations, and mentoring, faculty can refine the quality and effectiveness of their EMI teaching by receiving peer feedback and learning how to provide constructive feedback to others.

The Center collaborates with universities in the United States to provide faculty with EMI online training courses tailored to Taiwan's higher education context, including the ASU Faculty Support Courses. Faculty are also selected to participate in overseas professional development programs, offering both online and in-person opportunities to stay current with developments in EMI. The Center continues to identify and introduce EMI professional development courses, teaching tools, and recommended resources developed by international institutions. By integrating international resources and partnerships, the Center supports universities across Taiwan in strengthening the quality of EMI teaching.

The Center has developed a range of EMI digital learning modules, which will also be shared with partner universities. These modules can be flexibly incorporated into courses according to faculty needs. They can serve as practical supplementary materials for classroom instruction as well as useful resources for students' preview and review. By providing ready-to-use teaching resources, the modules can help reduce the preparation workload for EMI courses while supporting more effective teaching and student learning.
